Josh Hawley gets his way.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Missouri Republican on Tuesday <a href=\"https:\/\/www.hawley.senate.gov\/sen-hawley-introduces-legislation-curb-social-media-addiction\"  rel=\"noopener\">introduced legislation<\/a> aimed at curbing &#8220;addictive and deceptive&#8221; techniques that &#8220;exploit&#8221; social media users.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Big tech has embraced a business model of addiction,&#8221; Hawley said in a statement. &#8220;Too much of the &#8216;innovation&#8217; in this space is designed not to create better products, but to capture more attention by using psychological tricks that make it difficult to look away.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enter the <a href=\"https:\/\/www.hawley.senate.gov\/sites\/default\/files\/2019-07\/Social-Media-Addiction-Reduction-Technology-Act.pdf\"  rel=\"noopener\">SMART (Social Media Addiction Reduction Technology) Act<\/a>, which bans certain habit-forming features, require choice parity for consent, and give users the power to monitor their time spent online.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hawley specifically calls out design features like infinite scroll and autoplay.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He also wants to ban social media gamification\u2014awarding badges for engaging with the platform (think Snapchat emoji rewards for Snapstreaks) without supplying access to added services, content, or functionality.<\/span><\/p>\n<div class=\"embed\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Big Tech has embraced addiction as a business model. But Hawley&#8217;s bill takes digital chaperoning a bit too far.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/arstechnica.com\/tech-policy\/2019\/07\/proposed-us-law-would-ban-infinite-scroll-autoplaying-video\"  rel=\"noopener\">As Ars Technica pointed out<\/a>, the proposal demands social networks limit users to 30 minutes of consumption per day\u2014by default.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is an option to adjust or remove the limit for daily and weekly browsing, but companies must reset the half-hour cap on the first day of every month.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Plus, users would receive a &#8220;conspicuous&#8221; pop-up at least once every 30 minutes, highlighting the amount of time spent on any given service that day, across all devices.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If Hawley&#8217;s endgame is simply to irritate people off of social media, he&#8217;s certainly on the right track.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Social media companies deploy a host of tactics designed to manipulate users in ways that undermines their wellbeing,&#8221; Josh Golin, executive director of Campaign for a Commercial-Free Childhood, said in a statement of support.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;We commend Sen.
