Their main duties\u00a0are to see to their people&#8217;s needs, protect their land from threats, and if they&#8217;ve chosen a side, to support the efforts of Skyrim&#8217;s Civil War conflict.<\/p>\n<p><span class=\"related-single\">RELATED: <a href=\"https:\/\/gamerant.com\/play-skyrim-2021-why\/\">Every Reason To Play Skyrim In 2021<\/a><\/span><\/p>\n<p>Some Jarls are strong, effective\u00a0leaders,\u00a0who seek to their people&#8217;s concerns first and try to improve the lives of those under their rule. Others, meanwhile, are weak-willed, dull-witted, or downright corrupt. Here&#8217;s a ranking of Skyrim&#8217;s most powerful leaders, ranked from worst to best.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">17 <\/span>Siddgeir (Falkreath)<\/h2>\n<figure><img src='https:\/\/static2.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/siddgeir-falkreath.jpg' \/><\/figure>\n<p>Siddgeir claims he took over his position because his uncle, the previous Jarl, was unfit to rule. However, some\u00a0believe\u00a0he received his\u00a0role due to ties with the Empire.<\/p>\n<p>Both\u00a0inept and corrupt, Siddgeir\u00a0enjoys his position for the wealth and power, while delegating most of the work to his steward.\u00a0He\u00a0also colludes with local bandits, turning a blind eye to their plundering\u00a0if they cut him in on their profits.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">16 <\/span>Maven Black-Briar (The Rift)<\/h2>\n<figure><img src='https:\/\/static3.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/maven-riften.jpg' \/><\/figure>\n<p>The primary <a href=\"https:\/\/gamerant.com\/riften-unknown-facts-trivia-elder-scrolls-v-skyrim\/\">source of Riften&#8217;s corruption<\/a>, Maven takes over leadership of the city if the Empire takes the Rift\u2014though, as she remarks, she&#8217;s always been in charge.<\/p>\n<p>The Black-Briar matriarch is shrewd and business-savvy, and these qualities make her a terrible fit for this position.\u00a0Maven has only her own interests in mind, using her position to advance her family and her business rather than to protect the people of the Rift.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">15 <\/span>Laila Law-Giver (The Rift)<\/h2>\n<figure><img src='https:\/\/static1.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/laila-riften.jpg' \/><\/figure>\n<p>While Laila genuinely seems to care about her city and its people, she&#8217;s hopelessly oblivious to the corruption in Riften. Maven Black-Briar, a ruthless and powerful businesswoman, serves as Laila&#8217;s most trusted adviser and uses her as a pawn.<\/p>\n<p>Despite her years of experience, Laila is\u00a0laughably naive and superstitious, blindly trusting\u00a0corrupt advisers.\u00a0She puts up a strong front, blissfully unaware that she&#8217;s nothing more than Maven&#8217;s puppet.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">14 <\/span>Igmund (The Reach)<\/h2>\n<figure><img src='https:\/\/static2.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/igmund-markarth.jpg' \/><\/figure>\n<p>Igmund lets the Silver-Bloods have free reign over his city, and appears ignorant that the Forsworn rebellion has taken root in Markarth itself. He doesn&#8217;t take threats seriously\u2014or if he does, he shrugs his shoulders and claims nothing can be done.<\/p>\n<p>Unlike Laila, Igmund seems aware that he holds no real power within his city; however, he&#8217;s also unwilling to stand up to the Silver-Bloods or anyone else to protect the Reach.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">13 <\/span>Skald the Elder (The Pale)<\/h2>\n<figure><img src='https:\/\/static0.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/skald-dawnstar.jpg' \/><\/figure>\n<p>A devout worshipper of Talos, Skald regards Ulfric Stormcloak with similar reverence. His devotion to the Stormcloak cause\u00a0becomes almost fanatical at times. He sends the best of his guard to fight in Ulfric&#8217;s army, leaving his people&#8217;s defenses weakened; he threatens the execution of former Legion soldiers in his city.<\/p>\n<p>Skald has powerful convictions, but his priorities are often misplaced, to the <a href=\"https:\/\/gamerant.com\/skyrim-questions-about-dawnstar\/\">detriment of his people<\/a> and his Hold.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">12 <\/span>Thongvor Silver-Blood (The Reach)<\/h2>\n<figure><img src='https:\/\/static0.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/thonvgor-markarth.jpg' \/><\/figure>\n<p>If the Stormcloaks take the Reach, the Silver-Blood family&#8217;s control of Markarth is made official when Thongvor takes his position. As Jarl, he puts more effort into protecting the city than his predecessor, taking threats more seriously.<\/p>\n<p>However, he remains preoccupied with the Civil War\u00a0while\u00a0dragons and Forsworn slaughter the Reach&#8217;s residents. He also appears oblivious that his brother Thonar has cut a deal with Forsworn leaders.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">11 <\/span>Dengeir of Stuhn (Falkreath)<\/h2>\n<figure><img src='https:\/\/static1.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/dengeir-falkreath.jpg' \/><\/figure>\n<p>Despite others&#8217; claims that he\u00a0was too weak to rule, Dengeir takes up his former role if the Stormcloaks liberate Falkreath. Both before and after regaining his title, Dengeir is incredibly paranoid, certain that everyone around him is an Imperial spy.<\/p>\n<p>Paranoia aside, Dengeir tries not to lose sight of a Jarl&#8217;s responsibility: looking after his people. He vows to do a better job than his nephew, and\u00a0protect <a href=\"https:\/\/gamerant.com\/skyrim-falkreath-hold-best-unmarked-locations\/\">all of Falkreath\u00a0Hold<\/a>.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">10 <\/span>Korir (Winterhold)<\/h2>\n<figure><img src='https:\/\/static3.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/korir-winterhold.jpg' \/><\/figure>\n<p><a href=\"https:\/\/gamerant.com\/winterhold-undiscovered-hidden-locations-elder-scrolls-v-skyrim\/\">Tiny, crumbling Winterhold<\/a> is typically\u00a0regarded as inconsequential. Yet, Korir refuses to abandon his citizens, avowing to stand\u00a0tall and protect them no matter what.<\/p>\n<p><span class=\"related-single\">RELATED: <a href=\"https:\/\/gamerant.com\/skyrim-ridiculously-long-quests-terrible-rewards\/\">Skyrim: 10 Ridiculously Long Quests With Terrible Rewards<\/a><\/span><\/p>\n<p>Unfortunately, Korir&#8217;s promise to\u00a0stand by his people does not extend to any who practice magic.\u00a0He encourages hatred of wizards, elves, and the College of Winterhold, blaming them for the Great Collapse. Korir is close-minded and bitter, propagating the same attitudes in his citizens.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">9 <\/span>Kraldar (Winterhold)<\/h2>\n<figure><img src='https:\/\/static1.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/kraldar-winterhold.jpg' \/><\/figure>\n<p>Korir&#8217;s Empire-approved replacement, Kraldar holds a more open worldview than his predecessor. He hopes to rebuild Winterhold&#8217;s relationship with the College, which he believes will help his city prosper and help bring peace.<\/p>\n<p>His flexible viewpoint is a welcome change, considering the tensions that surround him. However, he does appear bored with Winterhold, and doesn&#8217;t really take an active role in\u00a0fixing the problems in his city.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">8 <\/span>Sorli the Builder (Hjaalmarch)<\/h2>\n<figure><img src='https:\/\/static2.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/sorli-morthal.jpg' \/><\/figure>\n<p>Sorli replaces Idgrod Ravencrone if the Stormcloaks take\u00a0Hjaalmarch\u00a0during the Civil War. A miner from Stonehills, she&#8217;s not afraid of hard work. She often walks around Morthal, preferring to be on her feet than sitting on her throne.<\/p>\n<p>Sorli mentions her\u00a0ambitions to eventually rule a larger hold like the Rift. She&#8217;s a decent leader, having experience and aptitude from her time as a mine overseer, but she&#8217;s not particularly remarkable.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">7 <\/span>Elisif the Fair (Haafingar)<\/h2>\n<figure><img src='https:\/\/static1.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/elisif-solitude.jpg' \/><\/figure>\n<p>Of Skyrim&#8217;s Jarls, Elisif is the newest to her position, having taken over her late husband Torygg&#8217;s role. The player can clearly see her inexperience, as she relies\u00a0heavily on the wisdom of her court.<\/p>\n<p>Despite her naivet\u00e9, Elisif hopes to rise to her position and fill her husband&#8217;s shoes as an effective leader. She understands she has a lot to learn, and willingly takes advice from those with more experience.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">6 <\/span>Ulfric Stormcloak (Eastmarch)<\/h2>\n<figure><img src='https:\/\/static2.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/ulfric-windhelm.jpg' \/><\/figure>\n<p>There&#8217;s no doubt in Ulfric&#8217;s ability to\u00a0inspire others. Many look to him as a leader,\u00a0<a href=\"https:\/\/gamerant.com\/skyrim-stormcloak-facts\/\">rallying behind his cause<\/a>\u00a0in the Civil War.\u00a0Ulfric believes Skyrim belongs to the Nords, and his racial prejudices are clear from the treatment of Dunmer and Argonians in\u00a0Windhelm.<\/p>\n<p>Despite his strong ideals, Ulfric&#8217;s primary goals are centered on his own ambitions. He is less concerned with keeping his people safe\u2014especially if those people are not Nords.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">5 <\/span>Brunwulf Free-Winter (Eastmarch)<\/h2>\n<figure><img src='https:\/\/static3.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/brunwilf-windhelm.jpg' \/><\/figure>\n<p>Brunwulf takes over Ulfric&#8217;s position after the Stormcloaks lose the war. He admits that he struggles with his goals, but hopes to try and rebuild Windhelm into a strong, welcoming city\u2014for Nords, elves, and Argonians alike.<\/p>\n<p>Brunwulf&#8217;s ideals are noble, but\u00a0they lead him to\u00a0make promises he isn&#8217;t sure how to keep. He&#8217;s inexperienced with politics; however, he does have clear goals and compassion for all under his rule.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">4 <\/span>Brina Merilis (The Pale)<\/h2>\n<figure><img src='https:\/\/static2.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/brina-dawnstar.jpg' \/><\/figure>\n<p>A former Legion soldier, Brina takes over for Skald the Elder if the Empire takes the Pale. She proves to be more\u00a0realistic\u00a0and cautious than her predecessor, ensuring that the city&#8217;s resources are dedicated to\u00a0defense\u00a0against dragon attacks.<\/p>\n<p><span class=\"related-single\">RELATED:\u00a0<a href=\"https:\/\/gamerant.com\/elder-scrolls-skyrim-plot-holes\/\">Skyrim:\u00a0The 10 Biggest Plot Holes In The Game<\/a><\/span><\/p>\n<p>The people of Dawnstar look to\u00a0Brina as a leader more than they do Skald, and for good reason. She&#8217;s down-to-earth and practical, a protector of her people.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">3 <\/span>Vignar Grey-Mane (Whiterun)<\/h2>\n<figure><img src='https:\/\/static2.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/vignar-whiterun.jpg' \/><\/figure>\n<p>Taking over the city if the Stormcloaks liberate Whiterun, Vignar holds strong to his &#8220;true Nord&#8221; ideals. He pledges to <a href=\"https:\/\/gamerant.com\/8-divines-elder-scrolls-5-skyrim-explained\/\">reinstate Talos worship<\/a>, hoping to build a temple to Talos in the city.<\/p>\n<p>Vignar&#8217;s priorities after the Battle for Whiterun include stocking up on supplies and healing from damage. Unlike many Stormcloak Jarls, Vignar isn&#8217;t preoccupied with war. He understands that his people face other concerns, and wants to ensure they are met.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">2 <\/span>Idgrod Ravencrone (Hjaalmarch)<\/h2>\n<figure><img src='https:\/\/static1.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/idgrod-morthal.jpg' \/><\/figure>\n<p>Open-minded and wise, Idgrod stands firmly by her city. She is quick to act when her people are threatened, but less quick to make snap judgements of people who are different or strange.<\/p>\n<p>Though aligned with the Empire, Idgrod&#8217;s main concerns <a href=\"https:\/\/gamerant.com\/skyrim-morthal-unknown-facts-trivia\/\">are for her Hold<\/a>. Some\u00a0distrust her court mage or her supposed mystic abilities; however, Idgrod&#8217;s desire to seek wisdom from all sources sets her apart from other Jarls, who can be narrow-minded.<\/p>\n<h2 class=\"item-title\"><span class=\"item-num\">1 <\/span>Balgruuf the Greater (Whiterun)<\/h2>\n<figure><img src='https:\/\/static3.gamerantimages.com\/wordpress\/wp-content\/uploads\/2021\/01\/balgruu-whiterun.jpg' \/><\/figure>\n<p>Staunchly loyal to his people and his Hold, Balgruuf works tirelessly to ensure his people are comfortable and safe, despite high wartime prices and dragon threats. More than anything, he desires to keep\u00a0out of the bloody conflict that plagues Skyrim.<\/p>\n<p>The Jarl of Whiterun doesn&#8217;t hide his hatred for the Thalmor or his worship of Talos.
