The\u00a0Academy of Motion Picture Arts and Sciences announced new representation and inclusion standards for films to be eligible for the Best Picture Oscar<\/a>. Films will have to meet the minimum inclusion and diversity requirements outlined by the Academy\u00a0starting with the\u00a096th Oscars in 2024.<\/p>\n

The new standards were developed by a task force headed by Academy governors DeVon Franklin and Jim Gianopulos.\u00a0While the new eligibility requirements were crafted from a template inspired by the British Film Institute (BFI) Diversity Standards, which are used to determine funding eligibility in the UK and eligibility in some categories of the British Academy of Film and Television (BAFTA) Awards, they were adapted to meet the particular needs\u00a0of the\u00a0Academy.\u00a0The changes were also made in consultation with the Producers Guild of America.<\/p>\n

The eligibility requirements were designed to encourage diversity on screen and behind the camera as part of the Academy’s efforts to better reflect today’s movie audiences. “The aperture must widen to reflect our diverse global population in both the creation of motion pictures and in the audiences who connect with them. The Academy is committed to playing a vital role in helping make this a reality,” said Academy President David Rubin and Academy CEO Dawn Hudson in a joint statement. “We believe these inclusion standards will be a catalyst for long-lasting, essential change in our industry.”<\/p>\n

Academy Inclusion Standards forms will have to be\u00a0submitted to the Academy in order for a film to be considered for Best Picture at the 94th and 95th Oscars. However, meeting the\u00a0inclusion thresholds will not be mandatory until the\u00a096th Oscars and none of these requirements apply to next year’s Academy Awards ceremony<\/a>.\u00a0Two of the four standards listed below must be met in order for a film to qualify for Best Picture at the\u00a096th Oscars.<\/p>\n

STANDARD A:\u00a0 ON-SCREEN REPRESENTATION, THEMES AND NARRATIVES<\/strong><\/u>To achieve Standard A, the film must meet ONE of the following criteria:<\/p>\n

A1. Lead or significant supporting actors<\/strong><\/p>\n

At least\u00a0one<\/u>\u00a0of the lead actors or significant supporting actors is from an underrepresented racial or ethnic group.\u2022 Asian\u2022 Hispanic\/Latinx\u2022 Black\/African American\u2022 Indigenous\/Native American\/Alaskan Native\u2022 Middle Eastern\/North African\u2022 Native Hawaiian or other Pacific Islander\u2022 Other underrepresented race or ethnicity<\/p>\n

A2. General ensemble cast<\/strong><\/p>\n

At least 30% of all actors in secondary and more minor roles are from at least\u00a0two<\/u>\u00a0of the following underrepresented groups:\u2022 Women\u2022 Racial or ethnic group\u2022 LGBTQ+\u2022 People with cognitive or physical disabilities, or who are deaf or hard of hearing<\/p>\n

A3. Main storyline\/subject matter<\/strong><\/p>\n

The main storyline(s), theme or narrative of the film is centered on an underrepresented group(s).\u2022 Women\u2022 Racial or ethnic group\u2022 LGBTQ+\u2022 People with cognitive or physical disabilities, or who are deaf or hard of hearing<\/p>\n

STANDARD B: CREATIVE LEADERSHIP AND PROJECT TEAM<\/strong><\/u>To achieve Standard B, the film must meet ONE of the criteria below:<\/p>\n

B1. Creative leadership and department heads<\/strong><\/p>\n

At least\u00a0two<\/u>\u00a0of the following creative leadership positions and department heads\u2014Casting Director, Cinematographer, Composer, Costume Designer, Director, Editor, Hairstylist, Makeup Artist, Producer, Production Designer, Set Decorator, Sound, VFX Supervisor, Writer\u2014are from the following underrepresented groups:\u2022 Women\u2022 Racial or ethnic group\u2022 LGBTQ+\u2022 People with cognitive or physical disabilities, or who are deaf or hard of hearing<\/p>\n

At least\u00a0one<\/u>\u00a0of those positions must belong to the following underrepresented racial or ethnic group:\u2022 Asian\u2022 Hispanic\/Latinx\u2022 Black\/African American\u2022 Indigenous\/Native American\/Alaskan Native\u2022 Middle Eastern\/North African\u2022 Native Hawaiian or other Pacific Islander\u2022 Other underrepresented race or ethnicity<\/p>\n

B2. Other key roles<\/strong><\/p>\n

At least\u00a0six<\/u>\u00a0other crew\/team and technical positions (excluding Production Assistants) are from an underrepresented racial or ethnic group. These positions include but are not limited to First AD, Gaffer, Script Supervisor, etc.<\/p>\n

B3. Overall crew composition<\/strong>At least 30% of the film\u2019s crew is from the following underrepresented groups:\u2022 Women\u2022 Racial or ethnic group\u2022 LGBTQ+\u2022 People with cognitive or physical disabilities, or who are deaf or hard of hearing<\/p>\n

STANDARD C:\u00a0 INDUSTRY ACCESS AND OPPORTUNITIES<\/strong><\/u>To achieve Standard C, the film must meet BOTH criteria below:<\/p>\n

C1. Paid apprenticeship and internship opportunities<\/strong><\/p>\n

The film\u2019s distribution or financing company has paid apprenticeships or internships that are from the following underrepresented groups and satisfy the criteria below:\u2022 Women\u2022 Racial or ethnic group\u2022 LGBTQ+\u2022 People with cognitive or physical disabilities, or who are deaf or hard of hearing<\/p>\n

The major studios\/distributors are required to have substantive, ongoing paid apprenticeships\/internships inclusive of underrepresented groups (must also include racial or ethnic groups) in most of the following departments: production\/development, physical production, post-production, music, VFX, acquisitions, business affairs, distribution, marketing and publicity.<\/p>\n

The mini-major or independent studios\/distributors must have a minimum of\u00a0two<\/u>\u00a0apprentices\/interns from the above underrepresented groups (at least\u00a0one<\/u>\u00a0from an underrepresented racial or ethnic group) in at least one of the following departments: production\/development, physical production, post-production, music, VFX, acquisitions, business affairs, distribution, marketing and publicity.<\/p>\n

C2. Training opportunities and skills development (crew)<\/strong><\/p>\n

The film\u2019s production, distribution and\/or financing company offers training and\/or work opportunities for below-the-line skill development to people from the following underrepresented groups:\u2022 Women\u2022 Racial or ethnic group\u2022 LGBTQ+\u2022 People with cognitive or physical disabilities, or who are deaf or hard of hearing<\/p>\n

STANDARD D: AUDIENCE DEVELOPMENT<\/strong><\/u>To achieve Standard D, the film must meet the criterion below:<\/p>\n

D1. Representation in marketing, publicity, and distribution<\/strong><\/p>\n

The studio and\/or film company has multiple in-house senior executives from among the following underrepresented groups (must include individuals from underrepresented racial or ethnic groups) on their marketing, publicity, and\/or distribution teams.\u2022 Women\u2022 Racial or ethnic group<\/p>\n
