Of all the Major Arcana portrayed in Persona 5 Royal, the Fool is one of the most chaotic and resolute. It is the archetype usually given to protagonists in the series with the most recent game, Persona 4 and Persona 3 all having heroes of this Arcana take the lead with bizarre yet dynamic and impressive personas.
One of the greatest traits of this grouping is that they can inherit skills of any type, making for some interesting combos if one enjoys experimenting with fusion. The very strongest aren’t usually available until the end due to their high level locking them behind various gameplay-doors. Though all personas in this Arcana have an unorthodox existence that they can take advantage of.
10 High Pixie
Fairies are the most well-known from tales in European folklore. They are small, magical folk capable of a wide array of spells and enchantments. A Persona 5 Royal incarnation of one of these people’s leaders, High Pixie, has a relatively high Magic stat which reflects this lore and allows them to make great use of their light Wind skills as well as cast Media and Diarama to heal the party.
At level 16, they are a great early game persona if one needs to be flexible; dealing elemental damage and healing when needed. The cheapest way to recruit High Pixie is to fuse Koppa Tengu and Incubus for $10,252.
9 Orpheus
In Greco-Roman mythology, Orpheus was a Thracian Prince who attempted to retrieve his wife from Hades, though failed to do so and was forever saddened at the loss. They are also the protagonist from Persona 3‘s initial persona. Depending on the gender the player picks in that game, their Orpheus persona will look a bit different.
Each gender also has an alternate form enhanced by the Trickster’s mask. These forms are all DLC, which makes real money the most important fusion component here. However, if one has already downloaded this content, they can expect excellent Fire skills as well as a few versatile buffs.
8 Decarabia
Written about in the centuries-old grimoire, The Lesser Key of Solomon, this demon is a master at transformations. Thus, is it somewhat appropriate that this persona was changed from the Fool Arcana in Persona 5 to the Councillor Arcana in Persona 5 Royal.
They are a level 32 persona with the ability to immolate foes via heavily damaging Fire attacks. They also have a trait that reduces the SP cost for them as well. Unexpectedly, at level 38, they can learn one of the rare Almighty skills, Megidola, which deals heavy elementally-neutral damage to all enemies simultaneously. Decarabia can be fused with Take-Minakata and Black Ooze for $36,838.
7 Legion
A demon from the bible that once plagued Earth by possessing a man and then reveled in filth. They were exorcised out of the man by Jesus Christ himself and then were forced to live out their days in a pigpen.
They specialize in inflicting the enemies with fear and doing heavy Curse-type damage. This abhorrent monster can be fused with Nekomata and Shiisaa for $22,204.
6 Ose
Another demon written about in The Lesser Key of Solomon, Ose is another master of transformation, though of others as well as himself. He can transfigure a target into anything his summoner so desires, and even make the subject believe that their new form was what they were their whole life.
Their Persona 5 Royal appearance, however, focuses much more on physical skills, as hinted at by them wielding two swords. The easiest to attain personas to fuse the level 42 Ose with are Unicorn and Hell Biker for $91,900. This is a bit more expensive than some other fusion recipes, but the next cheapest ones require higher-level or rarer personas.
5 Bugs
This urban myth from European folklore used to discipline kids appears as a hideously mangled teddy bear that is said to lurk in the woods. In terms of offense, this level 49 persona can do Gun, Physical, and Psychic damage, though their passive skills are arguably more desirable as they can auto-cast skills and grant excellent evasive and recovery abilities.
Rare for a fusion recipe, this evil spirit needs three components: Hariti, Pisaca, and Pixie in addition to the required payment of $79,737.
4 Crystal Skull
Legends of craniums made of precious stone were spread during the 1800s as a lure for treasure seekers, though no actual crystal skulls that were “found” originated in South America. Like all the rare personas in the form of treasure demons, this spirit appears in the guise of a ghost possessing a famous object of great worth.
The level 50 Crystal Skull can learn heavily damaging attacks of every type in the game, except Almighty, making them the most versatile persona for offense between the mid and endgame. They also come with three traits instead of just one, all of which offer convenient boons. Unfortunately, this persona cannot be fused and must be found and captured, not unlike a Pokemon. They can be located in Mementos with a great deal of luck.
3 Dionysus
In addition to getting a level bump from 61 to 71, Dionysus’s transition from Persona 5 to Persona 5 Royal saw them change Arcana from the Fool to the Councillor, much like Decarabia. As the Greco-Roman god of wine and theater, their transformation is somewhat lore-friendly.
This deity specializes in Electric skills that do heavy damage and buffs that increase the party’s stats. They can be fused with Lakshmi and Cerberus for $230,140.
2 Black Frost
This level 67 persona is the result of a Jack Frost becoming drunk on power and turning to the dark side. Like the normally friendly, yet mischievous, spirit of winter they once were, Black Frost specializes in Ice-type skills of all kinds. Some can even completely freeze enemies, which renders them unable to take actions during their turn.
This is another of the rare three-part fusion recipes, needing King Frost, Jack Frost, and Jack-o’-Lantern to be combined. The price for this triple fusion is $119,607.
1 Vishnu
Vishnu is a deity from Hindu mythology that takes the role of a stalwart protector of the universe. He does battle with the force of evil throughout time in different forms. He is so mighty that he sleeps upon primordial serpents and uses bird-monsters larger enough to block out the sun as his mount.
Accordingly, they show up as a level 83 persona in this game with severely damaging Gun, Wind, and Almighty attacks. To fuse this god, the least expensive way is to merge Valkyrie and Daisoujou for $110,350.
