陳茂波稱發債集資應付經常支出或有負面影響　不能輕率

財政司司長陳茂波表示，上星期完成發行第二批綠色債券，規模達25億美元。當中2051年才到期的30年期債券，是特區政府發行的債券中年期最長。陳茂波表示，坊間有建議指政府可考慮透過發債集資應付經常性支出，他認為做法很可能會帶來較大的負面影響，不能輕率，擔心一旦投資市場認為特區政府有意透過發債填補財政赤字，放棄應有的財政紀律，恐怕會動搖外界對香港中長期財政狀況，以至港元及聯繫匯率的信心，影響到本港的金融穩定以至金融安全。

美國疾控中心指示民眾公共交通上須戴口罩

美國疾控中心發布新命令，指示民眾在全國大部分公共運輸系統，都要強制配戴口罩，以遏止新型冠狀病毒擴散。

新命令在上星期五公布，星期二凌晨起生效，民眾乘坐飛機、火車、巴士、的士、地鐵、渡輪等，都必須戴口罩；飲食或服藥以及與聽障人士溝通時，可以除下口罩，2歲以下嬰兒以及戴口罩反而會更危險的殘疾人士，可獲豁免。

運輸業界可以拒絕不戴口罩的人士乘搭，疾控中心說面罩、圍巾、有呼氣閥的口罩等，都不符合規定。…
